The council, as the legislative body, establishes local laws and policies, consistent with state law, usually through the enactment of ordinances and resolutions. The council also exercises general oversight and control over the city's finances, primarily through the budget process. It is the council's function to create subordinate positions, prescribe duties, and establish salaries. Council Members are elected to four-year terms.
